As long as you buy land and start the building process within 1 year, the City of Hills will pay you 10% of your land cost at the end of each year for 10 years, essentially covering the cost of the land. Only as long as you live there (this is non-transferable).

Then Rock County has an Additional Incentive called the Home Initiative which abates the County’s portion of the real estate taxes over 5 years. This is transferable, and the program start date ends on August 31, 2027.
