Hills city elections are held in even-numbered years during the November General Election.
Hills does not hold municipal primaries, so candidates for Hills City Council file during the non-primary city filing period.

Hills City Council members serve four-year staggered terms. Two council seats are up for election every even-numbered city election year. The Mayor also serves a four-year term.
How to File for Hills City Council
To run for Hills City Council, file an Affidavit of Candidacy with the Hills City Clerk during the filing period.
Do not sign the affidavit ahead of time unless you are signing in front of a notary. If you file in person, leave the signature section blank until you are with the filing officer, who can witness the signature.
Campaign Finance Reporting
If a candidate receives contributions or makes campaign expenditures totaling more than $750 in a calendar year, a Campaign Financial Report must be filed.
The first report is due within 14 days after crossing the $750 threshold. A second report is due 10 days before the general election.
Reports include contributions received and campaign spending/disbursements, including the amount, date, and purpose of spending.
School District & Township Offices
School District candidates file with the School District Business Manager.
Township candidates file with the Township Clerk.
Small city, township, and school district offices without primaries generally follow the same July 14, 2026 through July 28, 2026 at 5:00 p.m. filing window.
